List of Functional Requirements for Contribution Accounting module:
- 1. Ability to calculate an employer’s Benefit Contributions owed based on Membership Records, a salary “cap” and Contracts (e.g., Contract Contribution Rules). For these purposes system automatically generates Monthly Contribution Calculation Worksheets for each active employer. The worksheet indicates amounts owed, paid and net balance by each Benefit Fund (e.g., Health, ITP, Pension fund), 401(k) Plan and/or Dues and Fees Remittance.
- 2. Allow for a combined remittance form (CRF) whereby employers can report contributions to the various employee benefit fund and Council and Local 6 dues and fees.
- 3. Re-calculate Contribution Worksheets on wage data changes (e.g., CRF was entered)
- 4. Capable of selectively producing Benefit Contribution Accounting Invoices which could be mailed out or e-mailed to contributing employers on an as needed basis.
- 5. Capable of selectively producing CRF reports for Employers (Dues and Fees Monthly Bills) which could be mailed out or e-mailed to contributing employers on an as needed basis.
- 6. Process Employer Payments for Benefit Contributions, 401(k) Plan and Dues and Fees Remittance:
- a. Ability to apply One Check to multiple Payment Classifications (Benefit Fund, 401(k), Dues and Fees) and Billing Periods
- b. Ability to apply Separate Checks for each Payment Classification (Benefit Fund, 401(k), Dues and Fees) and/or Billing Period
- c. Re-calculate Employer Balance based on the entered Payment
- d. Accept a check for an amount that is different from the amount due based in the repor
- 7. Provide ability to manually override amounts owed by Employer in case of “zero report” (no participants were working under an agreement for the month and delinquency letter should not be generated) or other circumstances not governed by present contract provisions.
- 8. Ability to create and maintain Settlement Agreements, Payroll Audits and Withdrawal Liabilities for collecting Benefit, 401(k) and/or Dues Fees for managing miscellaneous contributions in the form of “installment” payments, allocating the amount of interest, other fees.
- 9. Payments entered can be “Rolled Back” or “Suspended” for a needed period of time (e.g., in case of Insufficient Funds)
- 10. Ability to keep a scan of the check
- 11. Upon completion of all report processing, the system calculates and displays the total contribution amount due to each Fund, the amount paid to each Fund and any discrepancy.
- 12. Maintains a history and provides reporting or Combined Remittance Report adjustments.
- 13. If there is a discrepancy, the system displays input and allows operator review for any error(s) in data entry. The system allows corrections and applies debits and credits and displays new totals. The operator must be able to correct or accept the discrepancy as an error by the employer.
- 14. Provides that units worked that are reported late are placed in an employee’s record in the proper work period sequence. The employee’s record is updated accordingly and identifies the type of adjustment.
- 15. Employees may work for more than one participating employer in the same month. The system accepts two or more remittance reports reporting the same employee in the same month with separate accounting.
- 16. Ability to enter interest, late fees or liquidated damages for the month(s) the payment was late. The system will provide the ability for the user to input a different percentage in select cases.
- 17. Entry of Employee Units Worked: If an employee has been written in on the Remittance Report, the system allows entry of the employee Social Security Number or name and displays identifying information from any matching record and entry or applicable units worked.
- 18. Handle a check that is returned because of insufficient funds
- 19. Prints over/under payment letters indication current payment discrepancy and any outstanding balance, ignoring amounts that are less than a user changeable parameter (e.g., $1.00). Ability to add a message to the over/under letter.
- 20. Prints Delinquencies Letters for the month(s) not paid indicating the original date payment was due and the date after which interest and liquidated damages are due and payable.
- 21. Prints an Employer Master List, which will list each employer, contributions made by the employer, by Fund or Plan Unit, for the fiscal year selected, and the number of employees at each location and date of last payroll audit.
- 22. Provide contract tracking (contribution rules maintenance, check-off start and end dates, 401(k) participation)
- 23. The master contract file (rate file) will be user accessible and provide fields to record details pertaining to the collective bargaining agreement or contract executed by each employer.
For each collective bargaining agreement, the file must carry all prior rates in addition to the current and known future rates, job classification, and benefits covered and waiting periods.
Contract data will not be purged. The file will maintain a complete historical record of all contract data. This contract file will be user accessible and table driven with provision for special contract riders.
